That's just another of the signs dA is far more corporation-inclined than community-inclined like they once were. As far as I'm aware, they could only be hit with bankruptcy-inducing fines if the users are able to conduct financial transactions or generate profit for the company. I work at a bank though, and am only really familiar with the financial institution restrictions involved in sanctioned areas, so the rules might be a little different for corporations... but I'm pretty sure they'd be perfectly fine if they just didn't show ads to users in sanctioned areas or allow them to purchase or exchange points. But if all you really care about is profit, it's definitely easier and more cost effective to just block users than let them use the service for free and remove all revenue-generating features for said users. :shrug: I'm guessing the new policies have something to do with the dA CEO booting the original creator several years back and selling out to Wix recently, making them even more corporation-centered. I'm generally not one to assume corporations are evil, because there's nothing wrong with making money, but when they make a big effort to lie about being so 'community centered' instead of just admitting they're in it for profit, then the dishonesty starts to bother me and I'm more willing to call them out for crap like that.
